Abstract


From the social agricultural reform in early 1950’s to the integrated trade, industry and agriculture in 1980’s, to the cooperation of various economies in 1990’s, and even up to the industrialized agriculture in the 21st century, the development of agricultural industry in Weifang area, where agriculture has been accounting for a major proportion of industries, has been getting close attention from people of all circles. The development of agricultural industry in Weifang area, compared to that in other areas in China, has its own identities as well as the common ones. First, based on the first-hand materials, using an overall study method, by analyzing mainly the three agricultural procedures—the agricultural productive mutual-assistance group, the trial of preliminary community and the complete advanced cooperation, the writer draws the respective agricultural identities contrasted to those in Shandong Province as well as in China. Second, the writer assesses historically the social agricultural reform in Weifang area by systematically analyzing its problems as well as the corresponding countermeasures. Finally, comparing the social agricultural reform in Weifang area with that of Shandong Province and the whole country, by an overall summary of the experiences and lessons from the social agricultural reform in Weifang area, the writer thinks and argues deeply on, among other things, the following five aspects: 1) the reform and improvement of agricultural production relations must catch up with and improve the development of production forces, 2) to respect the farmer’s willingness and choices in developing agricultural economy, attaching importance to guiding and leading them rather than commanding and forcing them. 3) The direction of Chinese agricultural development is to help and cooperate with each other, along a new scientific operating road of organization, intensity and market, 4) To deal properly with relations of several aspects in order to improve the help and cooperation in agricultural production in new situations, 5) To concentrate on the development of agriculture in building a new socialist countryside. Meanwhile, the writer probes rationally into the choosing of the proper forms and approaches necessary for the social agricultural reform.In short, the systematical study the social agricultural reform in Weifang area is of practically as well as theoretically importance. It provides theoretical and practical evidences to the rightness of the basis in formulating agricultural cooperation policy and the general and specific policies concerned, as well as the enforcement procedures at that time. And the experiences and lessons summed up from the study will be good reference for us in the deep development of our agriculture, the countryside and the life of the peasants.
