Abstract

At present, China is in a historical period of building a harmonious society and building a new socialist countryside. Building a new socialist countryside, not just building the rural economy, but also includes the construction of a social security system in rural areas. The biggest problem currently facing the rural areas is increasingly accelerated aging issues and contradictions between \The implementation of agricultural population point of view from the other countries in the world, the development of social insurance, social security generally lags behind the industrial population. The Rural Elderly social security has also gone through a process of development. Social relief system after the agricultural co-operation in China in the 1950s, the Chinese government began the implementation of rural life difficult for the elderly. 1956 China first adopted at the third meeting of the National People's Congress, \The system made a principled provisions. After the Third Plenary Session of the Eleventh Central Committee of the Party, China's rural areas to implement the various forms of contract responsibility system, vigorously carry out a wide range of operation and development of the commodity economy, and greatly improve farmers' enthusiasm for production, rural social productivity development, farmers' standard of living has been improved, which are laid the material foundation for the development of rural social old-age security system, the development of rural social old-age security has also become an inevitable requirement of the socio-economic development in rural areas. China's rural areas has always been a family pension based pension, known as the traditional culture of respecting elderly. However, due to the economic development in China's rural: family size, family structure tends to be at the core of; commodity economy and market economy, the value and role of the elderly as well as the competitiveness has declined, the income level of the elderly lagging far behind the young, elderly relative weakening of self-support capabilities; of commodity awareness of invasive and younger generation of modern independent awareness continue to increase intergenerational economic and ethical relationship between differentiation; rural land revenue decreased, young and middle-aged population out, resulting in the weakening of family pension function. The direct impact of these changes on a rural family pension mode, the new rural social pension. China's rural social old-age security system is still not sound enough problems, the government should be from reality, to straighten out the management system of rural social endowment insurance, positive, steady, moderate development in rural social endowment insurance, according to local conditions, and guidance. To pass legislation to strengthen the building, to ensure the security of pension insurance. To family planning pension subsidies and as an opportunity to establish a rural minimum social security system, the development of the rural pension system. Also play an active role of the rural grass-roots organizations, non-governmental social organizations to establish mutual assistance by the grass-roots government to protect the masses, and to play a complementary role of the rural social old-age security. This thesis focused on the status and characteristics of rural old-age security to do, and highlights the current rural social pension relief system and rural social endowment insurance system (including rural social pension insurance, old-age insurance in rural family planning and rural collective pension system) , and problems in China's rural social old-age security system, especially the old-age security problems of rural migrants some views and my opinions may not be mature, but I hope to contribute forces for the sound of China's rural social old-age security system.
