Abstract


overnment and strengthen its macro-control capability of the land market, on Feb.28th, 2003, CQDC was established with the approval of Chongqing Municipal Government, shouldering the responsibilities of preserving and increasing the value of land and helping government gather funds for public construction. After five years’ development, its total assets are RMB38.5 billion and with a NAV (net assets value) about RMB19.1 billion. In 2007, The CPC Central Committee General Secretary Hu Jintao made the "314" overall plans and the nation set Chongqing as an experimental zone of over-planning reform of cities and rural areas . Meanwhile, the Overall Plan for Land Utilization of the Urban and Rural Areas of Chongqing has been approved by the State Council. All of these definitely demonstrated the 5 main status and functions of Chongqing in the future. Being in a changing external environment and a rapid growth phase, CQDC needs to study on its development strategies urgently.To begin with, this paper analyses the external environment of CQDC from the views of nature, political and legal system, economic and social environment. By combing the longitudinal and transverse comparison, this paper mainly study on the trend and direction of land market by integrating the overall plan of Chongqing and its land utilization plan. It makes an objective evaluation on the land reserve of Chongqing on the basis of Michael Porter’s Five Forces Model. It also makes an analysis of the eternal environment of CQDC, with competitiveness analysis as its core.On the basis of SWOT model, this paper makes a strategy combination after a comprehensive analysis of CQDC’s advantages, disadvantages, opportunities and threats. Besides that, by using some advanced financing methods, such as issuance of enterprise bonds, CQDC could adjust capital, governance structure and its framework. According to its position in land reserve and investing & financing for the infrastructure construction of the city, this paper sets a five years development strategy plan for CQDC.Finally, taking into the above analysis, this paper has carried on the further discussion to the CQDC’s strategy execution.
