Abstract


The development of our society experience: original society era, slave society era, feudalism society era and socialism era. Every era brings with its corresponding soil system according to its special history environment. Chinese soil system develop along the route:“public-owned——privately owned——public-owned”as a whole.Firstly, the paper analyse most soil system in China and indicate that Chinese soil system experience the nation-possesion in the slave society, the privately owned in the feudalism society and the family contract in the socialism. Secondly, the paper emphasis the advantages and disvantages of the family contract system and the“soil stock system.”The family contract system have many advantages. For example ,the form is adapt to the agricultural own characteristics; the system is in favor of cultivating countryside market; double deck management mechanism is benefit to the development of countryside. The paper analyse the providing model of the system with the providing chain theory, indicate it is better than the old model. But with the development of economy, the disadvantages of the system disinter gradually. For example, the property right is blur; average share make producing detract; the system is not adapt to the employ system, safeguarding system and distributing system. It make the soil can not be use efficiently. All the disadvantages restrict the countryside economy development and influence the society stability, so it need be changed to adapt to the development of the market economy.Aimed to these disadvantages, a new soil system——“soil stock system”arise. It make the soil produce in scale, improve the economic benefit of soil and improve the income of peasants. All the advantages can change those disadvantages of family contract system. The paper analyse the advantages of the system with providing chain, valuable chain, system flux, entrust, property right, capital structure and risk theories. For example, it establish modern property right system, push industrialization and improve the stuff of peasants. But the correlative policies are not perfect, there exist many risks. Meanwhile, the paper cite some examples and the experience of Russian soil system reform to analyse the implemention and explain the“soil stock system”is a good kind of soil system. It should be legal quickly.According to above state, the paper analyze the advantages and disadvantages of most soil systems with theories, and analyze the advantages and disadvantages of the“soil stock system”with theories and examples. At last ,the paper give some expectation to the execution of the“soil stock system”.
