Abstract


Through the financial system reformation for many years,the liberalization level、the industrialization level and the socialization level of our finance have been increasing gradually, so that a flexible and diversiform financial system has been found. Whereas there are also many problem existed in our financial development,such as the structure problem, the inconsistent financial development between the city and the town,etc. Especially in Western China,these problems are more serious. China wants to build a harmonious society and build a well-off society in an all round way, it is necessary to achieve regional coordination. Achieve stability eastern, development western. The paper deals with western China and carries out an empirical analysis in the region which is based on the statistical analysis and comparison of the east and the west. After explaining the reasons for the empirical result, this paper put forward several policy-related suggestions for forming a harmonious finance system. This paper is a tentative discussion of harmonious finance theory at the background of building a harmonious society.Firstly, the paper gives the general content of harmonious finance. And it define and analysis the concept, the contents and the extension of harmonious finance. This paper raises the content model of the harmonious finance through analyzing the former study of the harmonious finance. The paper define the harmonious finance as a perfect combine of the finance itself and the finance ecology, so that it would impulse the economic development.Secondly,this paper gives a evaluation index of the harmonious finance on the basis of the finance ecology theory and the three-dimensional development model raised by Li Zhongmin. There are two parts included in the evaluation index according to the content model of the harmonious finance:The first part of the evaluation index is related to the finance itself. On the basis of the finance growth theroy and the financial deepening theory , it gives the evaluation index of financial liberalization、financial industrialization and financial socialization .The second part of the evaluation index is related to the finance ecology. Nevertheless, the evaluation index of the finance ecology has been studied a lot, we won’t refer to it futhermore.Thirdly,on the basis of the evaluation index in the third chapter and collected data,it anlyze the disharmony factors in western finance development through the contrast of the east and the west. The SPSS software is the mainly tool used in this paper to dispose the data. There are three problem found in the western finance liberalization:the first problem is that inequality-in-fact due to unified monetary policy;The second one is that the structure of the western finance system is not so consummate because of the western financial market is too concentrated,etc. And the third one is that the western financial opening degree is less than it of the east . And there are also many problems existed in the course of the western finance industrialization such as the management efficiency of the western finace is comparatively low-lying,etc.Besides, there are also many problems existed in the course of the western finance socialization such as the finance tools increase slowly and the finance branches are comparatively too skimp.Lastly,this paper put forward several policy-related suggestions according to the problems existed in the liberalization、the industrialization and the socialization of western finance.
