Abstract


Our country is a large agricultural nation,has the dual economic phenomena which all developing nations have,the agriculture labor productivity creates city and countryside income differential enlarging lowly.Since the reform and open policy,the industrialization development has increased the agriculture to deliver the quantity,reduced the agricultural product market price actually,the countryside massive surplus-labors if does not shift can cause the city and countryside income differential further to worsen,therefore unified purchasing of farm produce by the state according to fixed quotes inevitably toward city 23 industry shifts.The industrialization impels two, three industrial output to increase,will buy in more labor forces to be engaged in the production activity,when the unified purchasing of farm produce by the state according to fixed quotes will shift completely to the city 23 industries in,the agriculture labor productivity was equal to the productivity of social labor,our country has realized from the dual economy the goal which will transform to a Yuan economy.But,our country at present city employment also has the tremendous pressure,in the city has the state-owned enterprise to reform is compelled to come off sentry duty the enterprise staff,since has had the university to expand incurs the universities and technical institutes student,but also has in the city some non-school records to treat the employed person.The city employment itself existence tremendous pressure,the pressure completely has not solved now, the unified purchasing of farm produce by the state according to fixed quotes has also joined in the city employment troop,city employment question contradictory prominent,pressure enlarge.Since under such environment,has formed our country reform and open policy difficult problem,how our country’s countryside surplus-labor has been able smoothly to the city 23 industry shifts?
