Abstract


It’s the fastest-growing period of the infrastructure construction and having the greatest changes in the appearance of the city of Chongqing during the decade directly under the jurisdiction of the central government. However, Chongqing faces some bottleneck problems such as the investment structure of the infrastructure construction is irrationality; the diversify sources of investment funds has yet to take shape, currently the level is relative lower in the whole country and the southwest; the future investment and financing will under tremendous pressure. So looking for new financing channels have become the urgent problems as key issues.Firstly the paper elaborated the related theories of the investment and financing infrastructure, which would be the theoretical foundation of the analysis of the investment and financing operations as the main part of this paper. By analyzing the infrastructure construction status and development planning of Chongqing, summing up the major achievements of infrastructure investment and financing system of Chongqing during the "10th Five-Year Plan" period, and with the eight large investment groups as the starting point, analyzing the typical cases of the investment and financing in Chongqing, refined the eight Investment Groups investment and financing operating mode. Mainly includes: Loan financing ,Land reserve ,Land Exchange Project, Centralized area county credit, Shares Trust financing, Capital market leveraging, Franchise mode . Finally, this paper unifies the development of infrastructure and planning objectives of Chongqing, giving out some suggest on the financing widening ,the developing and the operating of the eight large investment groups, including: strengthening government management; improving land reserve system; investment group promoting market-oriented operation process.
