Abstract


With China's \At present, China is in an unprecedented investment boom phase, and constantly facing new development opportunities and important challenges. Government investment projects not only has a very important role in promoting the sustainable development of the regional economy, society, resources, and is also an important way to safeguard national security and social stability. In view of the special nature of the government investment projects, the complexity and uncertainty of its scientific and rational decision-making research is crucial. However, the decision-making process in the government investment projects, a strong prevalence of subjective decision-making method is too qualitative enough careful pre-feasibility studies, a weak sense of decision-making, and other issues, resulting in inefficient investment in government investment projects, management of confusion, duplication of construction, to national and local governments has caused a lot of economic loss. Therefore, carry out government investment project decision-making research to contribute to the scientific decision-making of the government investment projects, and to ensure greater economic and social benefits of government investment projects, in order to achieve the sustainable development of the regional economy. Papers integrated use of systems engineering theory, the theory of public governance, institutional economics, principal-agent theory, life-cycle theory subject knowledge; using quantitative analysis and qualitative analysis combined combination of literature research and survey research methods to carry out government investment project decisions studies are used to build the framework of decision theory of government investment projects, decision-making index system and the decision-making model. Theoretical study and practical exploration of domestic and foreign government investment project decisions, a comprehensive literature review and analyzed to construct the theoretical framework of the decisions of the government investment projects, basic concept, connotation and characteristics of clear government investment project decisions, to define government investment The scope of the project and its decision-making criteria. Thus integrated use of documentary research, the frequency of the Statistics Act, expert advice, design set consists of three sub-systems (overall target layer, benefit evaluation layer, basic indicators layers) and 22 basic indicators decision index system of government investment projects the basic framework (GIPDS). On this basis, the integrated use of subjective and objective combination of a combination of the right value method, and the use of multi-level fuzzy comprehensive evaluation method to build a model of decision-making and evaluation system for government investment projects. Finally, the decision-making system of government investment projects designed to provide theoretical basis and reference for scientific decision-making in government investment projects from two levels of measures to deepen the understanding of the decision-making system of government investment projects, and improve the decision-making system of government investment projects proposals.
