Abstract


As the socialist market economic system gradually established, the financial system and state-owned assets management system reform continued to deepen, in the economic life of some deep-seated contradictions began to manifest themselves, must face a further deepening of reform and must be properly resolve the issue, if the investment and financing system, management of state-owned capital gains, the state-owned capital operation in the process of effective monitoring and control problems, which objectively requires the Government to change the traditional management of the state-owned economy, will be the government’s social functions and managers of state-owned property, completely separate functions, the identity of the owner of the state-owned assets of state-owned capital to establish an operating budget to reflect the separate status of state-owned capital operation activities to ensure and preserve and increase the value of state-owned capital re-investment are planned.In this paper, "the State Council on the pilot operating budget of the state-owned capital" (State of the [2007] 26), under the guidance of the spirit of the document, the state-owned capital of Fuzhou to the operating budget of the system design as the research object, the right to organize and to conduct a comprehensive analysis , in the study of the provinces and municipalities of China’s state-owned capital operating budget on the basis of trial practice, design of state-owned capital of Fuzhou and the basic framework of the operating budget, and carry out the work of the difficulty lies, and finally proposes the promotion of state-owned capital Fuzhou operating budget system for the implementation of ideas and recommendations.Papers were divided into five sections, the first part is the introduction, including the background and significance of research methods and logical thinking, as well as literature review and research the status quo; second part of the state-owned capital operation budget theoretical research, including related concepts defined budget importance of the functions, role, as well as characteristics of the state operating budget and capital budget for the government’s public relations on the third part of the status quo and Fuzhou state-owned assets of the existing problems; fourth part is the full text of the focus of the following eight areas: state-owned capital of Fuzhou operating budget system for the preliminary design, including: establishment to follow the principle, organizational structure, the contents of the budget preparation process, the scope of the pilot, carried out difficult, and the supporting implementation. Part V is the conclusion, summary and the full text of the state-owned capital of Fuzhou operating budget is built on the framework of the pilot made the choice for creative ideas.
