Abstract


Project finance highway construction in our country which has been widely used. Compared with the traditional rely on government investment and bank loans, project financing has a huge advantage. But on the highway project finance practice, because the relevant legal system is imperfect , imperfect development of market economy , the administrative system is not in place , the government guarantee mechanism is not perfect and other issues, led to the highway project financing shortage occurred during position, dislocation, offside , etc. with the highway project financing operation system with contradictions. Thus the transformation of government functions , rationally define the government in the highway project financing highway construction duties has become an urgent task . This article from the highway project finance basic theory elaborated highway project financing basic economic attributes and basic theory , and analysis of highway project financing in the basic theory of governmental responsibilities of the sort , as a basis indicated financing of highway projects in the government duties. In this paper, the basic theory of highway project financing for the support of our government in the highway project financing problems were analyzed , pointing out that China's current government financing projects in the highway there is dislocation, vacancy, offside and other issues, on issues arising the roots are discussed. Articles in the development of foreign government highway project financing basic overview of the analysis based on the advanced experience of foreign countries have been summarized and concluded that the foreign government in the highway project finance with a sound legal system and a sound mechanism and improve government guarantees highway construction and management system. Finally, according to China's national conditions, by improving the highway project financing system should be the responsibility of the government , that project financing to build a sound policy and legal system, established with the highway project financing of institutional mechanisms to adapt , improve the government guarantee mechanism , rationally define the government the highway project financing role.
