Abstract


According to urban water problems the Guangzhou Panyu urbanization , shortage of water resources , water pollution , and flood disasters , public management in the public decision-making theory , system theory , performance theory based research as the main method learn from the experience at home and abroad , and to explore the process of urbanization in the water ecological maintained by the government-led policy of active public participation in the co-ordinate policies and measures to solve these problems . Water ecology is an important public goods provided by the local government must be led by the local government , including the establishment of the water ecology remains the guiding ideology , combined with the local urbanization process water ecological problems and the reasons , through the development of reasonable and feasible goal , providing ample funding guarantee , performance appraisal of the implementation of the responsibility , while allowing public scrutiny of the whole society to achieve the target . Based on the theory of urban water ecosystem ecology , established the the strategy guiding ideology of \In this paper, Panyu aquatic ecosystems to maintain countermeasures and measures research on other parts of the water ecology remains an important reference value .
