Abstract


Ancient Chinese prison administration system, which had a long history,reached its maturity in Han Dynasty .The prison administration system of Han Dynasty, which inherited a lot of fine elements from its preceding dynasties and enriched them, had also affected the following dynasties ,such as Tang、Song、Ming、Qing. So it got a high status in history of China’s prison administration system.With the reinforcement of state function, the jail system had been further completed in the period of Pre- Qin. The prisoners not only had been limited freedom but also forced to do hard physical work in Shang- dynasty;The ruler of Zhou-dynasty carried out some principle of combination punishment with education;In Qin-Dynasty, The ruler has established a set of stringenter jail control system, the prison system was more integritiler, which brought about far-reaching influence for Han-Dynasty.There are two forms of the Han Dynasty prison, central prisons and local jails. Central prisons processed the significant political cases, but The counties jail imprisoned local criminals. Central Prison and local prison have special office management.Each of Zhongduguan prison had Lingcheng to manage the jail.,and these jails also belonged to Shaofu、Zongzheng . The county had its own county magistration,so did the hsien .They both managed the local administration of the jail. In addition, all levels of jails have the professionally administrative personnels, such asYuli、Yuyuan.They directly managed and guarded the prison.The management of jail made great success,and reached its high points was in the Han Dynasty, And finally ,most systems of jail ,such as ,the system of prisoners ,the system of Sparsing prison ,the mercy system of prisoners,the system of officer duty,developed to high levers.Learing the lessons of the former dynasties,the system of jail in Han Dynasty had been more better than better. The Han Dynasty jail was miscellaneity and regulation, the performance was the system of prison that be not mature. the jail took judicial and Administrative organ’s accessory that maintained the imperial authority and the feudal rank privilege, and displayed its own characteristic.
