The problem of talents security has existed since the ancient times, but talents security is the concept raised recently. Research on talents security in academia is in the ascendant. Military science and technology talents security is a extraordinary key factor for rising troops combat effectiveness. Military science and technology talents security is a complicated aggregation contained various problem. Our army is also facing the problems of Talent Security. In the angle of economics, the article analyzed the problems which exist in the science and technology talents’ building of our army, that small in quantity, low quality, seriously losing, service efficiency is not high and the reason of these problems: low salary and conditions, establishment system which is imperfect, encouragement and incentive mechanism are not perfected. Military science and technology talents security is a complicated problem, which is of much significance to Human resource Economics, and this dissertation is a tentative exploration.The thesis has given the concept about science and technology talents security, and the following study is from this point. Our army’s science and technology talents security problem are broken up five aspects: the talented person supplying and needing balance , preserve or increase the value human capital , brain drain , talented person structure and allocation design This thesis discuss the problem according to this five aspects. In the angle of economics, the article analyzed influencing factor of the military science and technology talents’ supplying and needing, built the decision-making model about brain drain, and the central task of our army is to structure human capital advantage , realize the human capital added value. Finally, having based on the conclusion, the paper puts forward three mechanisms—train mechanism, use mechanism, and encouragement mechanism that promote our military science and technology talents to develop reasonably, and built military science and technology talents safety appraising index system
