Since the 1980s, along with the rapid development of China’s economy, China’s social urbanization and the development of motor vehicles is also very rapid, it has also brought a lot of social problems, such as road congestion, traffic jams and accidents. It caused lower social efficiency and wealth wastering. Researching new Intelligent Transportation Systems is one of the important means to solve traffic problems.TD-SCDMA is China’s communication system with independent intellectual property rights on the third-generation mobile communications system. Smart antenna technology makes it can provide high-precision positioning services; Joint detection technology makes it can provide high-speed data transmission services even the user equipment moving on high speed; Time division duplex technology makes it can provide asymmetrical communication services. Because of these features, TD-SCDMA system is particularly suitable using in Intelligent Transportation Systems.In order to research the application of TD-SCDMA in the Intelligent Transportation System, a simple Intelligent Transportation System model based on TD-SCDMA system is designed. The model combines TD-SCDMA technology, satellite positioning technology, vect electronic maps technology together, it constructs a Intelligent Transportation System which including intelligent termainals on the vehihcles and transport servers, the termainals and the servers are joint togother by TD-SCDMA communication system, they complete the traffic monitoring function and traffic induction function. The system is far beyond the existing Intelligent Transportation Systems in the real-time monitoring and comprehensive monitoring, comparing with the current Intelligent Transportation Systems, this system has a qualitative leap on intelligent induction and dynamic induction. At the same time, the system provides a good future view for value-added services in ITS.Through field testing, computer simulations and theoretical calculations, it proves that TD-SCDMA communications network has the capable of carrying the Intelligent Transportation Systems, it also proves that the design of this model of intelligent transportation systems can meet target requirement.Finally, for practical applications, the work of next step is proposed.
