With the development of the computer and the network technique change quickly, the business enterprise is more and more set higher request to the Software Process Improvement. The ability of software development in the business enterprise is decided by the software process abilities. The more mature abilities software process is, the more guarantee development business enterprise has. It improves the reoccupy of the software system at best, increases the development efficiency, and enhances the general use and the maintenance strongly in the software system.Workflow management system is a kind of distributed, asynchronous and subsequent system. It can make business enterprise responds the outsider quickly, increases the level of management, decrease the cost, and improve the quantity etc..The quality of software products mainly depends on the processes of software development, a software organization with appropriate software processes can develop high quality products. Firstly, before this paper analyzed the interrelated technologies including RUP, CMM and workflow technologies, the author analyzed the structure of the whole system in the field of software process improvement. Secondly, the author put forward to the solutions: utilize RUP to achieve CMM3 standard based on the workflow process modeling. At last, this paper analyzed and compared the main stream business process modeling language, chose XPDL1.0 specification as the describe language of modeling environment’s business process modeling, and gave the detailed design and implementation of the modeling environment’s core—graphics business process designer of the software process improvement (WFModel Tool). WFModel Tool sustains two functions, including graphics definition of business process model for the software process improvement and verifies the grammar model file of business process.
