With the development of telecommunication, the value added services of the telecom has already become an essential driving force to make telecommunication developing. Recent years, the newly developed value added services of the telecom, such as the special color-ring service and immobile phone paid in advance service have spread to all areas of people’s life, and become the indivisible parts of daily life.Based on the contact of the telecom operating companies and understanding their actually needs of them , this thesis mainly focus on helping the telecom operating companies to set up a harmonious, stable, efficient value added services system.Usually a market supports staff will also support a number of projects, and address the specific needs of users, their needs analysis and research the re-written proposals for the user to refer with the absence of a suitable management system. Often by these staff make things exhausted, and the ultimate effect is unsatisfactory. Therefore, developing a User Requirements Design System to Intelligentized Network, to manage multiple projects, playing a supporting role for the project-building programmes, reducing the burden on staff in the market is Imminent.First, based on the preliminary presentation of intelligentized network, and then leads to a series of problems encountered in the construction of the intelligentized network system, the thesis proved that building a User Requirements Design System to Intelligentized Network is necessary and effective. Followed through on the user’s needs analysis and intelligentized network service model analysis design the construction of the Intelligentize network detailed process analysis to the relevant calculation model and finally realize a B / S system. The system completes project management, configuration of project, optimal generation programme, and other functions. Finally, the thesis has demonstrated that the system functions offer actual work convenience.
