Jining City Surface Water Environment pollution is a growing problem, important constraints on the regional economic and social development. Water environmental protection function zoning for the governance of the water environment, the rational utilization of water resources based applications work. Starting from the point of view of practical application, to collect a large number of monitoring data, the use of the combination of qualitative analysis and quantitative calculation method, the preliminary study of the surface water protection function zoning, Jining City, Jining City, the comprehensive management of surface water environment and the management of water resources use to provide a scientific basis. In this study consists of four parts. 1. Jining City Surface Water Environment Assessment for surface water protection function zoning, must be clear from the analysis of the environmental situation of the surface water. This article first major surface water bodies of Jining City in water quality assessment, evaluation results show that the rivers of Jining City in showed varying degrees of organic pollution, for the ordinary chemical oxygen consumption (of COD Cr ) and The excessive amount of biochemical oxygen demand (BOD 5 ). 45.45% of the monitoring sections of dissolved oxygen in the statistics of the 76 monitoring sections DO excessive exceeded the value of 85.71% of the monitoring sections biochemical oxygen demand (BOD 5 ), 44.4% of the monitoring sections permanganate the index exceeded, exceeded 100% of the monitoring sections of chemical oxygen demand (COD Cr ), excessive ammonia content monitoring sections of 25.76%, 23.73% of the monitoring sections excessive levels of nitrite, nitrate content in addition to the Si the excessive river ditch and Dan Qiaonan other were not excessive. The research data also showed that, Jining City by the serious pollution of surface water bodies through the industrial production developed part of the city, which is the most serious of Jining City, Yanzhou, Qufu and Zoucheng; industrial pollution sources, paper, coal, chemical, pharmaceutical and other companies sewage accounted dominant position in its emissions of pollutants constitute the main source of water pollution. 2. Functional areas of surface water protection division of Jining City surface water division of the functional areas of environmental protection in order to protect the surface water environment, rational management and use of water resources for the ultimate goal. Priority to protect the spirit of drinking water sources, the the professional water district co-ordination arrangements, without lowering the status quo to use the function, rational division of the mixing zone and make full use of the four basic principles of water environmental capacity, based on surface water environmental quality standards (GHZB1-1999), in water quality assessment based on the proposed partition plan. In this study, 10 main river in Jining City and Nansi Liangshan segment is divided into four categories of functional areas: industrial water area of ??the old canal Jining; Liangji canal Jining Jining City functional areas of surface water protection division of research Shandong Normal University, a master's degree thesis fishery water area, Liang Ji Canal tributary new zhaowang River Jiaxiang segment, red flag River Jiaxiang segment fishery water area; light House River changed state segment of industrial water district Jining segment mixing zone; punish Zhao New River Jiaxiang in the House to Yu Tuen section fishery water area; submerge River swim segment of drinking water, the Qufu Section fishery water areas, submerge River industrial water area; Wanfu River Jinxiang Yutai fishery water areas; Old Wanfu River Jinxiang Yutai fishery water areas; East Fish River Jinxiang the Yutai paragraph fishery water area; the Whitehorse River Zoucheng segment fishery water areas, the White Horse River Zoucheng Weishan industrial water area; the Nansi fishery water area; submerge river people light the Fu River estuary industrial water; Hukou industrial water district . 3. The Concentration Field concentration field simulation is a quantitative calculation of the protection of the water environment function zoning, in order to ultimately reflect the objective reality. Select one-dimensional water quality model based on the actual situation, rivers, lakes, to choose a completely evenly mixed lakes water quality two-dimensional diffusion model to West Yao paragraph, fishery water areas east of fish, river fish City, submerge the Estuaries industrial water, for example , calculated concentration field water quality simulation process. The concentration field simulation calculation results with actual water quality distribution consistent water quality model, indicating that the choice is appropriate to be able to use it to conduct deeper research. 4. The reachability analysis conducted is an important objective for the protection of the water environment function zoning is the use of the capacity of the water environment, and to determine the water environmental quality standards and emission standards. By calculating the water environmental capacity to determine the total amount of emissions allowed in the water unit, and thus can determine the maximum permitted discharge amount of the various sources of pollution in certain objective conditions in this study, which is the most practical value at. Calculating the water environmental capacity and concentration field simulation corresponds by the concentration field simulation proved basically in line with the actual situation of water quality model to calculate the maximum allowable amount of sewage, to determine the pollutant reduction programs.
