Abstract


Sand prevention and control is a social welfare. As an important part of ecological construction, summarizing and analyzing the experience of past anti-desertification projects and finding out the existing problems has a vital significance to the work for guiding the healthy development of sand prevention and control.In this study, we reviewed lots of literatures, used field investigation and data analysis, analyzed thoroughly the main achievements and the existing problems of the "11th five-year plan" of the preventing sand construction in Shaanxi province. Based on this, we propose the follow-up measures to clarify the further construction ideas, follow the natural and economic laws, change the focus of the engineering construction and ecological restoration from post-treatment to advance prevention and strengthen the protection, from mainly artificial construction to natural recovery and closing hillsides. Thus, we can reverse the trend of desertification from the source.The results show that:1. The demonstration area of anti-desertification project in Shaanxi Province has achieved a remarkable achievement, the cities and counties which belong to“National comprehensive demonstration area of preventing sand”including 12 counties(district) of Yulin city and Wuqi county in Yan’an city totally 234 villages and towns. From 2005, according the request of“integrating technology, exploring governance mode, innovating institutional mechanisms, promoting development ability and to be the national demonstration of similar areas”, Shaanxi Province have finished the task of building 4.7 million mu demonstration zone.2. Surveys show, the average survival rate of forestation in the key projects for preventing sand in Shaanxi province is 29 percent higher than the tenth-five period. The afforestation rate is 87 percent or more after the national comprehensive verification.3. In recent years, the work of prevention and control of sand has made remarkable achievement. Mainly display in: Land desertification control realized a historic transformation from "whole worsen" to "overall containment"; vegetation increased substantially and the appearance of sandy also changed greatly; the industrial structure optimization and adjustment pace of ascension has been accelerating gradually, the region economy development coordinately; the sand industry has a great development and the income of farmers and herders increased steadily after changing the mode of production; the masses’ecological consciousness and social investment increased obviously.4. Through a lot of investigation and analysis, the main factors that restrict the preventing sand engineering construction achievements in shaanxi province not only involve technical problems, but also involve policy, social, economic, and many other aspects of factors. It include: the situation of consolidating the result is grim; money less input, low standard; the obvious contradiction between development and governance; existing laws and regulations too wide and sand industry development lag and so on.5. On the basic of the achievements and problems of the engineering construction, we think that to ensure the project healthy, orderly and persistent development and we must strengthen the leadership, departments work together to continuously promote the work of desertification; adaptation to local conditions, scientific planning, implement step by step, enhance preventing sand level; making regulations for desertion control and consolidate preventing sand results by the strict supervision; innovate mechanism and stimulate vitality for comprehensive sand control; Strengthen the propaganda, build the environment, enhance the consciousness of desertion control.
