The item origin of this task is the No.26 from the first group-constructing item of TianJin information port project in 1999. In addition, this task passed the identification organized by TianJin Science & Technology Committee at 1999/11/30. In this research, firstly, we point out the currently social demand for the supervising in the construct of computer system and network project in the introduction part. The establishment of the supervising company of computer system and network project is the need of informational development, but can help to normalizing the market of informational constructing and can guarantee the quality, schedule, investment of project. The main part of this text discusses the establishment and management of the supervising company of computer system and network project. At the first part, we discuss the connotation of Supervising System of Computer System and Network Project, which include the basic content, aim and significance, research survey of home and abroad, directing idea and foundation, feature and system structure chat. At the secondly part, we probe into the establishment and management of the supervising company, which consist of the qualification management of the supervising company, the qualification authentication and engage of supervising engineer, the organizing work of implementing supervising. At the third part, we briefly explain the qualification authentication of undertaking unit of computer system and network project, which is the premise of implementing supervising work and go beyond the research range of this task, so we only give a run-of-mill explanation. At the fourth part, we make an in-depth research on the main content and methods of supervising, which contain four aspects: quality control, schedule control, investment control, contact management. At the fifthly part, we analyze the running fashion of project supervising, which include the connection among the investment side, undertaking side and supervising side, the organizing model of hair and contract of project item, supervising charge and supervising entrust contract. At last, by combining the practical condition of TianJin and consulting some succeed experience from other cities, we draw up four policy documents of informational constructing for related section reference.
