Abstract


The operators incentive mechanism is one of the modern enterprise system to solve two major problems . Suitable for China's national conditions set what kind of state-owned operators incentives , not only to continue to explore a theoretical problem , it is a practice not solved problem . Draw on theorists in recent years the research on this issue , and systematic summary of the basic experience throughout the practice , based on a strong operational state-owned operators incentives target mode : incentives basic goal : to mobilize the enthusiasm and creativity of the state-owned operators , to inspire them to pursue to maximize their profits , increasing the value of state-owned assets . The main object of the incentives : incentives main shareholder representative bodies - the Board of Directors , the the incentive object is professional operation of state-owned enterprises - entrepreneurs . Incentives : competition and incentive -based efforts outside the enterprise to create a fair competitive environment ; reward incentives led to focus on reform and improve the operator's remuneration constitutes and Payment ; inspired by the spirit of the supplement , and focus on innovation way more efficient under the conditions of a market economy inspired by the spirit . Paper is divided into three parts , the first part of the analysis on the theory and practice of the need to establish a sound state-owned operators behavior incentives ; second part of the target model of the behavior of state-owned operators incentives , and focus from the competition and incentive , reward motivation, spirit inspired three aspects of analysis of the main content of this model ; third part of the analysis of the two difficult problems in the establishment of state-owned enterprise incentives , that is, who is going to inspire , to whom incentive to address the subject and object of the incentives problems.
