In recent years , the CPC Central Committee and the State Council have repeatedly raised the problems of the farmers' burden , and repeated demands burdens , maintain social stability, the burden on peasants as an important political issue , a time burden on peasants became the focus of common concern of the whole nation , farmers burden in the end multiple reasons , why should effectively reduce farmers' burdens , how to reduce farmers' burdens , this article intends to explore the problems of the farmers' burden in several ways . This paper argues that the majority of farmers today is overburdened . Too heavy a burden on peasants to enable farmers to produce against the government 's behavior affected the image of the party and the government in the hearts of farmers , weakening the cohesion of the party , causing farmers petition, a major source of social instability . Excessive burden on farmers for many reasons , but two main reasons: First , in some places the principal leaders do not know much to reduce farmers' burdens , inadequate attention . Second , most of the farmers' income is too low , just at subsistence levels , there is no ability to withstand excessive government finances ; government fiscal spending excessive abnormal ; government finances are purely farmers finance, there is no other source of income , all The economic burden of pressure on farmers . This paper argues that to reduce farmers' burdens must be grabbed from the following aspects : First, the rectification of the contingent of cadres , improve the quality of cadres ; streamline institutions to minimize the number of big loss carry forward the spirit of hard work , and reduce office expenses and other administrative utility charges , fines , etc.; organizations to guide farmers to the adjustment of agricultural planting structure , vigorously develop efficient taxable agricultural upwards to be effective as soon as possible to increase farmers' income ; actively to the development of township enterprises and individual and private economy , efforts to diversify the sources of revenue , vigorously develop collective economy , and enhance the collective economic strength .
