Abstract


This study summarizes a research work of the reform in large scale state-owned investigation and design units .Now, there are more than four hundred large scale state-owned investigation and design units in China. They have made great contributions to the economic construction and industrialization of China since 1949. Because they are managed as non-profit organizations for a long time, many problems exist in large scale state-owned investigation and design units such as low economic results aged technology. poor quality . overstaffed poor adaptation suitability to the market and so on. The large scale state-owned investigation and design units developments are restricted seriously by these problems. With speeding up the steps of joining WTO and market economy system construction, it is necessary to change large scale state-owned investigation and design units into business enterprises and build modem enterprise management systems in them. Based on the description of history and current situation of large scale state-owned investigation and design units, this study starts with the property rights of these units. By analyzing the structural characteristics of the property rights of these units, especially the deep research into the invisible assets, The study suggests that invisible assets are the highest quality most important capitals in these units. The study believes that the key to the reforms of large scale state-owned investigation and design units is the transformation of property rights.Also, suggestion is made in this study that the main mode of the reforms of large scale state-owned investigation and design units should be remoulding them into share systems, and it could be a multishare corporation with limited liabilities. It could be elastic in terms of equity arrangements and it is not necessary for the government to have a controlling interest. The concrete methods of the reforms of large scale state-owned investigation and design units have been mentioned in the study, and the capital utilizing plans have been explored in the study for the units . The other factors affecting the reforms of the units such as external environment factors have been analyzed in the study. The study has a very important practical and theoretical significance to the reforms of large scale state-owned investigation and design units, It provides some useful ideas and methods to the reform drives.
