Abstract


Currently, the whole world is experiencing a great information revolution. The overall information industry(IT) is running into the new century at a high speed of 10 percent increase annually. As the principal part of IT, communication industry also has a nice future. As with electric power and communications industries, communication industry bears natural monopoly feature for its characteristics of commonweal, scale economy and huge initial investment. Since 1990s, however, the rapid development of photoelectric, communication and computer technology has shaken the foundation of natural monopoly of communication industry and broken through the firm barrier of dividing market by information types. Moreover, the opening of market, the import of competition, and the reform on mechanism of telecomm management all fiercely impact the industry of communication operation both externally and internally, bringing a series of profound historic changes. Dalian Electric Power Provision Company (DEPPC) is an enterprise that mainly supplies electric power. Having come along a developing road of one century from nothing to much and smallness to bigness, it is now confronted with a brand new development opportunity and challenge that never exist before. DEPCC possesses a special electric-power communication network that costs about 300 million RMB by net worth, covering the same area as electric power network itself does. In the past, the communication network is used merely inside the enterprise, resulting that the usage rate of network resources remains very low. (The rate of the entire network is less than 20%. Some parts even reaches only 5%). Then, with the trend of information revolution, is it possible to push the communication network reconstructed to market, so that it can contribute to the process of IT construction in Dalian and earn profit for the enterprise? After researching feasibility and necessity of managing the Dalian electric-power communication network, the author proposes her own unique viewpoint. This thesis is organized in five parts. Part one expounds the role of communication network in IT construction. Part two introduces some related situations. Part three analyzes feasibility and necessity of managing the Dalian electric- power communication network in five aspects: management necessity, external environment of management, analysis on primary competition rivals, management advantages and existing problems. Part four discusses the blueprint of management realization. Part five explains specific steps of implementation.
