Abstract


By taking Shayang County as an example, this article makes an initiatial research on the County’s nonpublic ownership economy in the following four aspects: the definition, charactriatics, position and functions of it3 the motive forces of its development; the present situation of economic development; the corresponding measures and the prospect. This article puts emphasis on the definition, characteristics, position, functions and analyses the reasons to give energetic support to the County’s nonpublic ownership economy. It discovers the three existing problems which are blindness, disorder and unbalance in the nonpublic ownership economy. It puts forward five corresponding measures to widely develop economy, which are emancipation of the mind, policy support, reasonable overall planning, scentif ic guide and efficient service. It analyses the following five principles that we should abide by in its development: suit measures to local conditions, advancement step by step, macroontrol, first place of benefit and continuity of development. It forsees the development of the County’s nonpublic ownership economy in the following six aspects: the change of the way of living and thinking, the change of the economic structure, social structure, political structure and regional economic development structure.
