Abstract


BOT is a kind of project finance manner. It is efficient in infrastructure and widely used all over the world. Governments use it to make markets into money. And investors use it to take more market by danger.BOT can help government to get more money for infrastructure with no debts. BOT also can help to seize the opportunity to bring money from aboard and private. About investment results, BOT will help us using money more efficiently and increasing project management level. Another point must be mentioned is that BOT will bring market system to the area of infrastructure. And BOT will be a good model to our reform procedure.This thesis is about special function of BOT on finance and money when used in China infrastructure area, and calls people to use it immediately. In the end, the thesis provides some ideas to improve the environment for BOT.BOT is a project finance manner. It belongs to direct investment, and was the result of world’s cooperation. It includes build-operate-own-transfer the four procedures.The total of our country’s infrastructure investments can just meet the need tempt and on a low level. There is money gap in the future, and we have new finance difficulties both inner country and outside country. BOT is the key to all this difficulties.The structure problems in the infrastructure appear. The reasons are lack of money and the low management and technology level. The special features of BOT can solve these problems.In the building process of infrastructures invested by government, quality, overprice, and corrupt is three big problems. BOT can solve them in its strict system. BOT also can foster some good enterprises for construction industry. It is the assurance for the results of investment in the future.BOT also brings impact to our mind, and improve the reforming of investment and finance system.For so many useful functions, we should improve investment environment for BOT. We must overcome the obstacles in mind, including government’s control power, the relationship between macro-profit and micro-profit, and whether the profit of investment comes from good management. Besides, we should improve the policy structure, and provide good market environment.
