It is also because of the need to adapt to this new form of market economy, therefore, must be the framework of public finance from the initial construction of medium-term institution building, and strive to improve the level up system.Goal of this study is based on the actual Heilongjiang Province, Heilongjiang Province, by studying the challenges facing the public finances and practical problems, the purpose is to seek public financial management system in Heilongjiang Province, construction of the far-reaching impact on our province to discuss the financial management of local government financial administration functions of public finance should Heilongjiang challenges currently facing countermeasures.
