Abstract


Medical security is the most important security of life to protect labor force and make society advanced and stable in the social development. In December,1998 the State Council issued Decision of the State Council on Establishing the Urban Employees’Basic Medical Insurance System. The basic medical insurance system for urban employees of social pooling and individual account has been set up and it replaced free medical care system lasted for fifty years. The basic medical insurance system for urban employees is the most important part of social security system. It is an essential condition to further reform and to promote social development. And it is a basic security to receive medical service for the urban employees and maintain social stability under the condition of socialist market economy.The system reform relates to the national economy. According to local conditions, the country developed a medical insurance system, formed the corresponding policy system and established a multi-level medical security system. It forms a combination of restriction and incentive for new health insurance system effective. After implementation of any system or policy, there will be a constant adaptation to society, some deep-seated contradictions and problems will become increasingly evident, our new medical insurance system fully operate for 10 years, some problems and inadequacies slowly revealed. Deficiencies or problems do not mean failure to the reform, we should fully understand the shortcomings and problems, to study constantly, to adjust and improve in order to further reform of health insurance. In the process of study and collision, the practice of China’s health insurance continues to deepen, the experience becomes increasingly rich, and the theory begins to innovate. The global problem of medical insurance industry in China has been developed continuously and healthily.As in the less developed regions some universities subordinates the Ministry of Education faced the practical difficulties in the development process. Colleges and universities post allowance allocation is unique, special relationship and the interests of the competition between the universities, coupled with the rapid expansion of health care costs and old ideas make some universities subordinates the Ministry of Education in less developed areas have some obstacles and problems. This paper mainly takes L University in the economically less developed regions as an example to discuss and analysis the characteristics of university income distribution system the region’s economic development and its own situation, the relationship between universities and local governments and interest equilibrium, the old concept,. Finally, it proposed to strengthen cooperation between the Ministry and the universities. It reforms and innovates the system. improves medical cost control mechanisms, the monitoring and evaluation, etc. to solve the medical college subordinates Insurance localization of management problems encountered in the less developed regions.
