Abstract


As a new,macro-thinking striding across multiple subjects,systems culture has extraordinary enormous and complicated theory as well as practice The thesis puts stress on inquiry into some basic theoretical problems on this topic. The primary task of scientific studies is to make an analysis on concepts .Based on reviewing concepts of culture and system,the paper involves different levels on systems culture,laying foandation for the following studies.Then,the thesis analyzes its inside and outside structure,probing into many functions of systems culture,esp.its positive fimction,negative function and non function.The emphasis is placed on making an attempt to integrate "administering a country by law "with "administering a country by virtue",whose structures are also discussed,from the angle of culfure. Finally,the anthor exprenes the opinion that we should enhance national cohesion through systems cultlve while national cohesion is the symbol of comprehensive hational power. Therefore,what is really meaningful about comoprehensive national power is systems culture and the value of studies on systems culture just lie there.
