Abstract


This paper first introduces the development and status quo of air traffic services and aviation safety , pointing out the huge hidden dangers of air traffic services , aviation safety and aviation development does not match the potential of international people's livelihood , and the occurrence of incidents and accidents initial cause analysis ; Secondly, related to the safety and security of systems engineering principles and accident analysis ; fourth chapter based on factors that affect the safety of air traffic management , a detailed analysis , human factors analysis ; final , the introduction of the MORT methods to improve the safety of air traffic safety management . To establish the safety of air traffic management the MORT diagram and user manual . Apply this the MORT analysis of model will not only be able to discover system defects and negligence , provide strong evidence for the handling of accidents and incidents and decision support , and to improve air traffic safety management level .
