Abstract


Ecological and environmental problems in the process of implementation of the strategy of sustainable development has become an important factor restricting its smooth implementation . (Grass ) Engineering countries for the implementation of the western development strategy , the construction and protection of the ecological environment in west one involving tens of thousands of households , policy , operation difficult , extremely complex social systems engineering . It is related to the overall strategic plan for the Abandoned regional sustainable development . Wuchuan County (Grass) 2000 National Engineering 174 one of the pilot and demonstration counties . How to make the project Wuchuan county to further promote the process of sustainable development , to achieve the purpose of the governance and improve the ecological environment at the same time , through the establishment of the county sustainable development evaluation index system , on the basis of the evaluation of the level of sustainable development of the county , combined sustainable development of the theoretical basis of theoretical and returning farmland to forest , the county returning farmland to forest ( grass ) geographical selection criteria , and at the same time raised (Grass ) mode is recommended countermeasures on policy , technical , operational mechanism , it is recommended that , in order to be able to the local (grass) in the implementation of the project to provide help.
