Abstract


The talent is not only the important component part of battle effectiveness, but also the pivotal factor of disciplines construction. The Key Disciplines(KD) is the core of the construction for army medical colleges, and the training base of military medicine talent. In the face of a great of demand with hight quality talent in the new military revolution and the impact of economic globlization on talent values, the talent construction of KD in military medicine should be administrated with humanism. Based on the tendency of it and the change of interior of and outerior circumstances, forecasting demand of various kinds of talent by a scientific way, making the disciplines talant construction planing from the strategic points of view. We should also utilize relevant policies and measures to encourage the disciplinary members effectively and execute the goal of training talents’ knowledge creation to the links of selection, appointment, assessment salary and career development of talent. So that, we could create a favorable policy environment for making innovations to sullessively meet the demands of the goal of the disciplines development.On the basis of the analysis of the actuality and circumstance of the talent construction of KD in military madicine, and investigation of modern human resources management theories, the intagration of the strategic developing demands of KD in the military medicine and then, found the MMKDTP model, testifies its effectiveness. The papper tries to provide a scientific, comprehensive, systematic fundation for the talent planing of KD in military medicine, making it accord with the demands of the strategic development of the disciplines.The first part is the general account of human resources management theories. To analyse the renaissance of humanism, the distinction of modern human resources and traditional personel management and the trend of modern human resource, the concept of planing and the trend of development.The second part is about the general situation of the talent construction of KD in military medicine. On the focus of the great impact of economic globlization on talent values of KD in military medicine, the severe challenge of new military revolution in the worldwide to the talent construction of KD in military medicine, and the analysis of theactuality of talent construction of KD in military medicine. This papper proposes that the talent construction of KD in military medicine must establish a scientific and systematic talent planing., to integrating modern human resources theories and the talent of KD with document, this papper suggest that we should make the disciplinary member the basal resources and to utilize the talent plaining to combine the disciplines developing strategies with personal developing goals, to create a favorable environment for knowledge management and updating for orgnization.The third part is the establish of the talent planing model of KD in military madicine. This papper sets up the talent planning model of KD in military medicine according to the princible of establishing the talent planning model of KD in military medicine. And then, to perfact the indexs and their meaning of it by the focus group interview (FGI), and to count the right signify value of the indexs by the Delphi Method. Finally, to establishes the talent planning model of KD in military medicine by Beeline Add Right Model.The fourth part is the demonstration research of the talent planning model of KD in military medicine. This paper demomstrat the instance of talent construction that three state-level key disciplines of our university in the cource of "the sixth five-year plan", "the seventh five-year plan", "the eighth five-year plan"and "the ninth five-year plan" by MMKDTPM.
