Abstract

Basic medical and health protection as a major component of rural social security is inevitable to face many demands, such as health and disease prevention, health care, disease treatment and other aspects. Seeing from China’s basic medical and health security systems in rural areas and successful experience of medical security system in foreign countries, we can easily find that the key to applicability and sustainability is the system designed reasonably and perfectly. Especially the development of economy regional imbalances, the differentiation of farmer income, and the rapid development of medical technology and the rapid rise of medical costs in the rural areas, not only directly affect the rural health care supplies and demands, is also a direct impact on the Rural Medical Security System architecture and sustainable development. Therefore, how to treat the new situation of the rural health insurance issues, how to build the new situation of the rural medical security system system, not just a pilot, summarize and promotion problem, but should be a comprehensive social governance and sustainable development.In the paper, literature research methods, comparative analysis methods and a combination of normative and empirical analysis are used. First, literature review of national policies, newspapers and documents are retrieved, a variety of online databases and statistical agencies, authoritative information and data are collected, China’s basic medical and health security systems in rural areas for the study to be reviewed. At the base of these information and the limitations of predecessor’s research, the paper started. Secondly, the theme of this research is " the development and research of basic health insurance system in rural areas "is a realistic and innovative topics, closely linked national policy, as a theoretical study, a lot of statistical data and examples used to analyze the existing problems, to find China’s rural basic medical and health research systems of effective countermeasures.On the basis of studying the comprehensive overview of security system in rural areas of basic medical and health status, this paper described the problems of the basic medical and health security system in rural areas not being triggered in times, which utilized the theories as well as methods such as new public service, political economics, new public management theory, new public service theory, the gradient transfer theory and other related disciplines. At the same time, this paper learns from Thailand, India, Singapore and other foreign countries in the rural basic health insurance system architecture experience, designed to perfect the four major medical and health system, establishment of urban and rural people’s basic health insurance system, strengthen and further improve the overall public health service system; improve the institutional mechanism to ensure the effective standard medical and health system operations, establishment of a harmonized medical and health management system, high standard of medical and health institutions operating system and other aspects of exploring and establishing several basic developed and study countermeasures of medical and health security system.
