Abstract


China's urban community health service health care system as the most basic components , but also to achieve \Community health services in public health and basic medical service carrier, need the government to increase investment and compensation, paper, based on government investment to achieve scientific and high efficiency, the use of public management and public goods theory and the basic principles of the theory of complex systems , on China's urban community health service system has been put in the government -depth analysis and study. This research ideas are: a clear government investment community health service system of the four main responsibility , namely the government , community health service agencies , residents and health care institutions - analysis of the system 's four main functions and responsibilities - use of relevant technical analysis study the relationship between the four main - to build a scientific and reasonable mechanism to optimize system operation efficiency . According to the above research ideas , the paper inside the main characteristics of the system and the external environment and other factors were analyzed , and based on the use of system dynamics modeling method , and gradually build out of urban community health service system concept model of government investment , the logical model and an SD model , a clear system of the main problems : lack of government investment and compensation mechanism is not perfect , the number of community health services inadequate human resources , health insurance policies on the community health service concessions is not obvious , the residents of the community health service institutions awareness not high . Based on these studies , we further integrate Tianjin and the Tianjin Binhai New Area Community Health Services empirical research , put forward a series of targeted reference for the city 's community health service policy recommendations for the realization of the functions of public -oriented government and to provide a method and path performance , and to promote medical and health care reform and effective implementation of specific programs .
