Abstract


In this paper, the community health service organization for the study, learn from the advanced experience of community health services, community health services, according to China's actual situation, summed up our two community health services organizations network structure: three network structure and four network structure. Three network structure prevalent in small and medium cities, that streets are community health service centers, neighborhood with community health service stations, households with family responsibilities doctor's community health service network; four metropolitan network structure suitable for promotion, that is, in three level network structure, based on the increase in district-level community health service guidance center, covering the whole region, uniform guidance and coordination of community health service network. This paper studies the shaft spoke network approach to community health service network to expand the study, in our existing community health service network, based on the establishment of a community health service organization's hub and spoke network model. By results of the model analysis, community health centers and non-hub hub into two types, one in the streets constitute a community health service center hub and spoke network. Meanwhile, the community health service centers and service station itself is a hub and spoke network structure. Shaft constructed in this paper spoke network with each other, making it more compact, network services more convenient. So, in general, will form a five network structure, ie, district community health service guidance center, streets are hub community health service centers and non-hub community health service centers, neighborhood with community health service stations, households with family responsibilities doctor's community health service network. Two community health centers have different basic conditions and the direction of development. Hub centers focus on medical services and non-hub center to provide guidance and assistance, sharing of advanced equipment; non-hub center focuses on carrying out public health services for community residents to provide comprehensive rehabilitation and preventive care services. In this paper, matrix organization based on the structure, namely, two community health service centers designed with appropriate organizational structure. Different organizational forms require different management style ancillary. Based on five network structure of community health service organization, established the corresponding internal and external linkage model, ie, non-hub community health centers and community health service center hub linkage, community health centers and community health service guidance centers and community health service centers linked through community health service centers and other large hospitals guiding linkage. And internal and external linkage mode based on a matrix-type organizational performance indicators proposed the establishment of community health service center hub and non-hub community health service centers organizational performance indicator system approach.
