Abstract


Health regulation is an important foundation for the healthy development of protection of medical and health services, is an important means of national medical and health services management. \access and operation of regulatory institutions, strengthen the supervision of the social and public health, improve the supervision of Medicare, to strengthen drug supervision, the establishment of information accessible, multi-stakeholder regulatory regime. \The establishment of the health regulatory system has become the important issues that must be addressed in the health system reform. Regional health information platform is an important pillar of the medical and health system. Modern health information technology and regional health information platform for the integration of health resources, better public health services and health authorities to provide decision support at the same time, to better health supervision. Health regulatory system based regional health information platform built on a new model in the construction of health care reform of the regulatory system, improve regulatory efficiency and ensure regulatory objective, fair, increase regulatory transparency, speed up the regulation of medical and health information construction, The scientific health supervision is of great significance. [Objective] The research projects to the regional health information platform as the basis, based on the integration of various information resources in the field of medical and health regulatory construct various business areas of health unified, multi-stakeholder health monitoring system, real-time collaboration. The main objectives include: (1) a unified the health regulatory resources, build a collaborative and efficient health regulatory application platform; (2) real-time monitoring of the network of health information; (3) build accessible, multi-party monitoring mechanism. [Method] The subject approach to the study of literature research, site survey, system analysis, information resource planning as well as software engineering and database design methods. Literature study summarized and analyzed the development status of the existing domestic and international health regulatory system platform, summarize existing relevant experience, to provide a theoretical basis for research projects and learn from the content; scene investigation conducted in-depth personal interviews, a preliminary understanding of the medical and health regulatory system functional requirements and information needs; system analysis and information resource planning to carry out a comprehensive analysis of the health regulatory system; Software Engineering and Database Design Methodology overall system framework, functional architecture and database design. [Results] (1) a detailed analysis of the goals of the health regulatory system, level and status, organizational structure and job functions, functional requirements and information needs; (2) the overall framework of the system, functional architecture, data centers and data exchange system design; (3) on the distribution of health regulatory resources Web GIS system design. [Conclusion] (1) health monitoring system overall framework, including the two pillars of the base layer, support layer, data layer, application layer and access layer five levels and standards system and safety standard system; (2) health monitoring system features include medical and health services regulatory, public health supervision, supervision of health resources and health care regulation in four parts. (3) data center based on to regulatory data distribution mode design is divided into data acquisition platform, part of the data exchange platform, decision support data platform, data use; (4) medical health regulatory systems, exchange database the space thematic databases and the health monitoring system the two parts of the business database. Medical health regulatory business database, including the four major categories of the database of the health service class database, the database of public health class, health resource database and Medicare database; ⑸ the health regulatory resources distributed Web GIS logical architecture design and interface features.
