Abstract


Information technology rapid development of long-distance communication costs continue to decline, a steady increase in international trade, global financial markets and gradually form a rising number of immigrants, the development of China's cultural industry is also involved in the process of globalization. With China's rapid economic development, the cultural industry has become a new growth point of economic development. The Chinese government introduced a number of policies and measures to promote the development of cultural industries, especially in recent years vigorously promote the reform of the cultural system, the purpose is institutional innovation, driven by the rapid development of the cultural industry. However, in the development of cultural industries, there is confusion: how to ensure that not only develop, but also stability and reform: How to institutional innovation to promote the development of cultural industries; how both to ensure cultural rights and interests of all citizens, but also to guide cultural enterprises good and fast development. Which is charged with the important responsibility of the government, how the government system innovation, how to work out a perfect system of cultural industry policies and institutions in the wave of globalization and technological innovation. This paper summarizes the development of cultural industries at home and abroad in some of the experiences of the policy and institutional innovation, the need for analysis of the current situation of China's cultural industry development in the system needs to be innovative, trying to figure out the junction point of the cultural industry and institutional innovation, the development of cultural industries and the actual work to provide some help. In this paper, the basic idea is: changes to the system in the development of cultural industries as the research object, through the development of cultural industries at home and abroad in the policy and institutional innovation, based on the new institutional economics, industrial economics, and integration of the economics of innovation, industrial economy , game theory, cultural industries policy studies and other relevant principles, the integrated use of the method of analysis of the related disciplines, to Anqing City development of cultural industries institutional innovation as a case study, on the basis of the analysis of Anqing City HuangMei private cultural enterprises, depth discussions on the institutional innovation of the cultural industry in Anqing City, Anqing City, the cultural industry system innovation practices, investigation and analysis, hoping to build Anqing City, the cultural industry system innovation system. The main research contents include: (1) Institutional Innovation analysis based on the theory of institutional innovation in the development of cultural industries. Innovative subject, object and the environment through the analysis system to identify cultural industries must be institutional innovation proposed reform of the cultural system of institutional innovation of the development of cultural industries in typical practice mode. (2) the Anqing City Huangmei and other theatrical performances troupes reform evaluation. Analysis of the the Anqing City theatrical performance troupes development status of the reform in 2005 and 2010 reform the system changes and system selection, theatrical performance troupes reform system design path. (3) Government policy and institutional support of the Anqing private cultural enterprises. By analyzing the development course of five thousand years of Arts and Crafts Co., Ltd., the analysis of how the Government system innovation, promote the development of private enterprises in the region to promote the development of cultural industries. Finally, the paper put forward countermeasures and suggestions to improve the system of innovation in the development of cultural industries, and in the summary of existing research exists on the basis of lack of institutional innovation research in the development of cultural industries also discussed.
