Abstract


Often referred to as the \make the critical decision-making event . Our media in crisis as unsatisfactory , analysis of media mistakes in the SARS news coverage , thinking the media need what kind of legal protection in order to effectively convey the community to maintain the healthy operation of to crisis better as to avoid unnecessary losses , is the starting point of the writing of this paper . Of this thesis is to start by the government control of information reported SARS crisis , the government proposed the establishment of a limited liability to the media from the point of view of the audience uses and gratifications , freedom point of view ; discusses the audience's information needs are not met , leading to rumors generated called attention to the mainstream media marginalized tendency ; evaded the public agenda to shift the focus of the media agenda early mistakes late construct issues in the analysis , the proposed requirement in the construction of the rational media agenda , namely respect for the public agenda , objective and comprehensive reports and in-depth reflection event guide the public agenda . Finally , we will study the end result on how to safeguard the smooth emergencies reported to reflect on our past incidents reported gains and losses , pointed out that the SARS crisis during the drafting of the introduction of the \Ordinance form of law to ensure the rights of the media reports of emergencies . Reflection and recommendations in this paper are derived on the basis of the spread of SARS reported analysis is also closely related to the status and the status quo of China's media in society , some of the recommendations is feasible and effective , and perhaps some sort of suggestion is just an ideal state , but at least the direction of China's media efforts .
