Abstract


In recent years, many countries attach great importance to the \the \achieved fruitful results; they also gained a lot of successful experience.In 1980s, the Japanese governments put forward a series of policies to guide companies to cooperate with universities and national research institutions.Through several decades of exploration and development, this program has made great achievements, but how to make university research to create more results, how to get higher interest, and what should the government do to make the company do more cooperation with universities and national research institute, on these issues, the Japanese government is also looking for a positive way to act.In Japan the \process may divide into three stages.
