Abstract


As one of the subjects of modern Chinese economic history , the research about Chinese chamber of commerce has provoked scholars at home and abroad a lot of importance and interests. But till now, we have not seen a special treatise or article about central Jiangsu province . This article is trying to discuss the whole development process of the modern chamber of commerce in the middle of Jiangsu province, its historical background, its character and its history effect. The author hopes mat it can offer some use to the economic mass organization in central Jiangsu for reference nowadays.In the early twentieth century, chambers of commerce came into existence one after another in the middle of Jiangsu province . This was not only related with the mercantilism policy which the Qing government carried out affected by west, but also closely bound up with the development of the local merchants’ power, political thought and their class consciousness.In the later Qing dynasty , chambers of commerce emerged as a kind of new group in the central Jiangsu , because the internal political situation at that time was out of joint and the government could not restrict local organizations. Then the chambers got a lot of development at a certain extent. It passed through three phases, the 19.11 revolution time , the northern warlords period, and the Kuomintang period; when it was at its early second phase, it reached its height, and then it began to decay. As a local social group, chamber of commerce here had corresponding organizing systems from its creating time to the time that the new government was established.In the middle of modern Jiangsu province, chamber of commerce became a kind of political and economic power not to be disregarded. It was organized by the merchants, was a kind of folk economic corporation created by local merchants, and was a modem organization having a certain corporate character to serve merchants. So it was on behalf of business interests to a certain extent. It has related complexly to the local government. A new phenomenon was gestated here which was the first situation in the development of Chinese chamber of commerce , that was three chambers in the same place . Central Jiangsu should have its special status in whole Jiangsu province or in China in the van of chambers of commerce modern progress.The functions of chambers of commerce in central Jiangsu conclude economy , politics , education, local autonomy, and so on; among those, economy is the most important. Always beyond the economic function , the chambers’ actions pervade every aspect of the society . The power of chambers here spread not only to the business circles in a city or an area, but also to the whole community, as rapidly changed the merchants’ role image . From men on, the merchants had a great effect upon society, became an indispensable important role in social life in both urban and rural areas, and became a force to be reckoned with in political situation in central Jiangsu, from a lowest position which they were in among the whole members of community throughout the ages.
