Abstract


Civilian implementation of the system of public hearings once legal theory to explore the hot title , legal practitioners this practical exploration in the judicial interpretation of the relevant executive also cited provisions of the civilian implementation of the hearing system . I engaged in civil implementation of ten years , non-standard implementation of the consequences and impact , has a personal practical experience , the establishment of the implementation of a unified national system of public hearings , there is a strong hope and pray . In this article, the author uses the Law hermeneutics , comparative studies and sociology of law , and other methods , and in conjunction with their work practice , first an overview of the civilian implementation of the body of the hearing system , followed by the introduction of legislation in the civilian implementation of the hearing system . then from two angles of the practice and jurisprudence demonstrates the necessity of the establishment of civilian implementation of the hearing system . Finally, analysis of the established system of public hearings of the Civil Execution principles, scope , and proposed the establishment of civilian implementation of the hearing system specific operating procedures as well as relief system . Compared to previous research , the author discusses the more detailed the necessity and urgency of the establishment of civilian implementation of the hearing system , and design a program more in line with China's actual conditions of the civilian implementation of the hearing system . Although only a superficial view , but I hope to play some role in promoting the specification of the civilian implementation of the establishment of specific civilian implementation of the hearing system .
