Abstract


Congress report that \Xi'an Municipal Government also stressed that \To achieve the strategic adjustment of state-owned economy , state-owned assets from general competitive sectors exit strategy , has become an important task of economic reform . However, at present the proportion of state-owned economy in Xi'an more than 70% of state-owned assets slowly diffuse out , which seriously affected the economic development of Xi'an . To this end, Xi'an plans to come up 50 billion , in 2003 launched the first 60 companies to tender for sale of state-owned industrial assets of state-owned assets bold exit strategy practice . This article tracks the reform of state-owned assets , Xi'an practice, and the first launch of 60 companies as samples , systematic study of the status of state-owned economy in Xi'an , state-owned assets to exit barriers and corresponding countermeasures designed to explore the impact of Xi'an and the whole western region of state-owned assets to exit barriers , and propose workable countermeasures and suggestions to accelerate the strategic adjustment of state-owned economy in Xi'an , state-owned assets to provide a smooth exit theoretical and operational support for the Xi'an \creating the best western \
