Since 1990s, theoretical research and practical experiences in advanced countries on eco-industry have indicated that, the circular process that is the eco-industry module "resource- product-regenerated resource-regenerated product" can contribute to the maximal reduction of resource consumption and waste generation during the overall process from production to consumption for sustainable development. Its practice is Eco-industrial Parks (EIPs).Zhejiang Province has sound economy but limited resources. Totally there are over 1000 various industrial parks in the province but problems such as extensive operation, waste of resources, serious pollution and unsound management etc. It is significant to establish EIPs to realize sustainable development. Theoritical and practical research is done on EIPs in the thesis which Shaoxing Paojiang Industial Zone (SPIZ) - the first unit to formally apply for national EIPs in Zhejiang province is taken as an instrance, Theory basis , research scope and practice of eco-industry , circular economy and practical EIPs are introduced. The current situation and problems of industrial parks in Zhejiang province is presented and significance for rational resource utilization, pollution reduction and sustainable development is also presented. On the basis of borad literature reasrach and practical on-site investigation of SPIZ, eco-industry theory and circular economy, research and experiences of EIPs are introduced. Moreover, the current situation, existing problems are analyzed and the construction map of SPIZ is identified. The research includes the following three aspects:Firstly, the construction of eco-industrial chains at specific industrial zone level is studied which focus on the industrial chains for seven enterprises under Zhejiang Zongheng Group as representative of textile & custom industrial zone. Basic industrial chains has been formed in the Group in textile field, in which the highest level industry produces polyester slides and silk to realize sound products structure; the polyester slides and silk then can be consumed in lower level industry into fabric; the waste generated can be digested in the external lowest level industry for reuse. It is delicated by economy analysis that economic benift of RMB 2.15 million Yuan can be gained. The rudimentale eco-industrial situation is furtherly studied and analyzed on this basis, and details options as extending front eco-industrial chains, stabilizing and improving end chains are presented.Secondly, on the eco-industrail chains and network at entir park level, the situation of thermal power industry, material industry and construction industry under Zhejiang Zhongcheng Group are analyzed in details.Rudimental eco-industrial chain as "fly ash from thermal powerplant — building material — construction" has been in form currently from which economical benefit of around RMB 11.88 million Yuan can be achieved by economy analysis. According to the eco-industry theory and principles to establish industrial chains, options for eco-industrial design and improvement are studied by adding new enterprised for waste recovery and reuse, adjusting products . structure and production scaled etc. Meanwhile, new chains for machine & newmaterial industry zone as well as eco-industry chains network among printing &dyeing industry; chemical industry and pharmaceutical industry are also brieflydesigned.Thirdly, management system consisting of authority management, technicalmanagement and information management is also briefly presented.At the end of the thesis, enlightments from the research process are summarized andthe work to be developed in future for establishing Paojiang EIPs is perspected i.e.further the study of eco-industial chains and designing industrials chains for cascadeenergy utilization and circular utilization of water resource.
