Abstract


The paper is trying to make a research of transferring of the redundant rural labor force based on a case study of Lianshui, a county in Jiangsu province, China, a typical area of developing area of china, with a vast population and limited farmland. It has a large number of labors while non-agriculture activities and urbanization are less developed. This is a structure problem of improving the farmer’s income and economy development. It is a very important task of the government to transfer redundant labor force.The paper made a survey of the redundant labor force of Lianshui by questionnaires and interviews. It analyses the labor resource, employment situation, and redundant level. The paper found that the redundant labor has such characteristics: improving quality of human resource, hard work and attitude changing and diversifying jobs. The paper also found that the reasons of transferring of labor are technical developments, decreasing land size and urbanization. The transferring of labor extends the employment, improves the quality of labor, intensifies the relationship between regions, improves the incomes of farmers and extends the agriculture chain. The paper also found that the transferring of labor have some barriers as poor attitude, low quality, lack of credit and policy support.Finally the paper make suggestions for transferring of rural redundant labor as follows: change attitude of farmers, improve the urbanization, innovate the rural originations and ID system, improve the land tenure system, improve social security and break the barriers between town and country。
