Like the economic revitalization of developing the western region, northeast China and other old industrial bases, is also China's economic development in the history of important strategic initiatives. The particularity and typical of the problems of the economy in the Northeast, how in the strong color of the original plan, the state-owned enterprises accounted led environment, the implementation of the regional economic revitalization, not only about the livelihood of the people of the Northeast, and is also related to the country's industrial layout and the overall economic development, and continue to firmly reform and opening up China in the new century, building the market economy has an important significance. The market economy needs to be led by its microeconomic subjects, in a society where the enterprise is the basic subjects of economic development and the creation of social wealth, therefore, in a specific sense, say, the key to the revitalization of the economy of the Northeast is the revitalization of the region's enterprises. In view of this, we proceed from the new institutional economics point of view of the theory of the firm, transaction cost economics, property rights theory, parsing the northeastern region early prosperity, medium-term stagnation, post-recession development trajectory of institutional reasons, based on revitalization of the Northeast Economic certain elements of the detailed analysis of the proposed Northeast economic revitalization in the current situation should abandon the planned economy thinking, to proceed in the the market microstructure main and government reform, to really set up the economic mechanisms of the market in resource allocation. Development characteristics as well as the first part of the economy in the Northeast with a brief introduction, reveals the the Northeast economy \the modern theory of the firm, which summed up the basic requirements and prerequisite of the development of market economy; third part of the modern theory of the firm guidance, detailed analysis of the root cause of the \four parts in the modern theory of the firm basic requirements and prerequisite criteria, specifically from the constructor qualified market players, three analysis of the revitalization of the economy in the Northeast and to promote enterprise development path nurture manager market as well as the transformation of government functions and the corresponding policy recommendations. The views presented in this article is based on an analysis: the revitalization of the economy in the Northeast in the definition of enterprise property rights, nurturing manager market \forward: (1) there must be a qualified market players, and to promote regional economic growth, cultivate innovation capability the enterprise subject of such qualified; (2) To venture team of professional managers created by entrepreneurs on the market; (3 ) the functions of government agencies should be focused to create and maintain a democratic rule of law, against the privileges and administrative monopoly for commercial gain, viable institutional environment of fair competition, and generally no longer intervene in the specific business process by administrative means. In this paper, the empirical and normative, and a variety of analysis methods of qualitative and quantitative as well as longitudinal comparisons and horizontal comparison, aims to reveal the fundamental problems that exist in the economic operation of the Northeast region, and should be made in the future revitalization of the economy in the Northeast, the right choice and should avoid misunderstanding, has certain reference value for deepening the understanding of the revitalization of the economy in the Northeast.
