Abstract


The basic pension insurance is the most important of the social security system , the success or failure of the basic old-age insurance system related to a country's political and economic stability and development . The fund is the basic old-age insurance system , is the decisive factor of the basic old-age insurance system . In recent years, as China 's basic old-age insurance system from the PAYG system to a partially funded system conversion fund accumulation cycle becomes longer , the fund size increasing . The security of the operation of the basic pension fund is one of the major subjects highly concerned about the theory and practice department , which makes it even more the need for the establishment of basic old-age insurance fund security mechanisms . This paper argues that the impact of China 's basic old-age insurance fund because of the safe operation of the various risks faced by the Fund during the run together, the risks faced by the Fund : a fund collection risk ; 2 , the risk of payment of the Fund ; 3 , the Fund 's investment operations risks ; 4 , the risk management of the Fund . The risks faced by the basic old-age insurance fund , the paper proposes the following measures : 1 basic pension insurance fund , establish and improve the safe operation of the mechanism ; 2 , establish and improve the basic old-age insurance fund safety regulatory mechanism . The novelty of this paper is to define the connotation of the security mechanisms of the basic old-age insurance fund theory , as well as the security mechanisms included in the basic old-age insurance fund ; basic framework of the security mechanism of the basic old-age insurance fund ; proceed from the actual situation of China risk exists for the Fund , establish and improve the basic old-age insurance fund security countermeasures .
