Abstract

Since the sustainable development was firstly formulated as national strategy in the form of law in our country in March 1996, our country has attached importance to the sustainable development more and more. Governments at all levers have constantly strengthened to support sustainable development. Our country has obtained great achievement in some aspects of building sustainable development ability. But for all kinds of reasons the present situation of our resource and environment still continually deteriorates. It has great relation to the conflicts among government, enterprise and the public. It is these conflicts that caused the use of resource and environment disorderly and couldn’t form mutual development situation because of their different benefits. How to dissolve conflicts of government, enterprise and the public in the economic and social activities, how to obtain coordination mechanism for mutual development situation, the solutions of these problems have relation vitally with our country sustainable development. This paper tries to analysis these related problems, aiming at Provide the decision basis for increase the ability of our country sustainable development. The choose of this paper comes from the item of the national natural science foundation of China 《Emulation Based on Game Theory and Study in Incentive Institution of the Conflict and Coordination Problem of the Regional System Development in China》 (NO.40271054 ).First, from the aspects of economic development efficiency, using and protecting resource and environment this paper analyzes the factors affecting regional sustainable development by using DEA estimation and Econometrics models such as Panel Data. This paper also analyzes the functions of government, enterprise and the public in building sustainable development ability.Second, though game models this paper probes government, enterprise, and the public how to seek the game equilibrium of best utility in conflicts. The paper also probes the opposite effect which this equilibrium result affects resource and environment in regional sustainable development. Those models include the conflicts of productive benefits among enterprises, the conflicts between the public and enterprises because of the public maintaining self environment rights, the conflictsamong government, enterprise and the public because government acts influence their benefits.Third, this paper applies Swarm simulation to studying regional sustainable development. By using Swarm simulation this paper researches the functions of the governmental related policies. This paper also studies how enterprise behaviors on those policies affect regional sustainable development. Then the paper finds in regional different development levels the effects of industrial collection, the government tax policy, the regional resource and environment are great different.Fourth, though probing the drive factors which harmony between regional resource and environment, and the development of economic society by applying mechanism design theory, this paper expounds the system arrangements about cutting down resource consuming, reducing environment pollution and spurring regional sustainable development in order to reach mutual development by effective stimulation and scientific restriction. The above discusses are from the sides of government giving out pollution property rights, the institutional design for green GDP examination, and financial policy of government tax and subsidy.Last, from the angles of government, enterprise, and the public this paper puts forward some treatments for regional sustainable development based on the above mentioned contents.
