Abstract


With the development of society, the function and role of urban communities more and more people 's attention. For the government , the community can carry a large number of social service functions , is to achieve functional transformation of relying on force ; society is concerned, the ultimate goal is an autonomous community building , is the formation of a real sense of the social community , to better meet people's survival and development required. In this paper, the macro background of social transformation , for the urban community building exists the problem of insufficient power , the use of dialectical opposites laws affecting urban community construction of the main driving force of the Government impetus and momentum within the community were to be analyzed that the Government of China's urban communities provide a strong impetus , but the sustainable development of urban communities need to be more abundant and lasting motivation comes from within the community needs a driving force of growth. Only in the internal and external driving forces interact impetus to drive various internal and external resources on the basis of the combination in order to effectively enrich the community building momentum. This introductory section outlines the research background , research related to the concepts and theories , as well as thesis research purposes. The first chapter briefly describes the development of urban community building process, achievements and experience , combing the current problems in community building . Chapter II from the government level , discusses the city government to promote the significance of community building , government impetus play situation and existing problems , improve the government impetus response. Chapter III from the community level , discusses community autonomy in urban communities , the importance of autonomous organizations , intermediary organizations , party organizations and other elements of construction in urban communities play a role in the current situation and existing problems , pointing out that only continue to develop , growing autonomy forces outside government have the ability to achieve the dynamic interaction and win-win situation . Epilogue reiterate our urban communities need to fully understand and use inside and outside the two resources , based on the government, community self-organization , social intermediary organizations, grassroots organizations and other relevant actors organic integration of the power to jointly promote community construction cause.
