Abstract


With the broad development of rule by law system, the task of element of which has great influence on building the rule by law system has become more important and serious. For the low level of moral belief in current china has caused many serious social problems, we must find some way to soul this problem. By analyzing the deep reason for low level moral belief and the coming by consequences, I give some practical advices on how to improve the moral level. Pointed out that carries forward the traditional culture and the correct display belief in constructs in the moral system’s positive role and the significance, consummates the morals through the construction morals system to the government by law construction support function, enables the government by law the advancement to have the good moral background, thus perfect government by law construction.
