Abstract


Population, environment, resource and development have become the problems that the world’s most concern about, and these issues are inseparable from the land and its exploitation. The sustainable development of resource, environment and society depends on our ability to use land resources in a sustainable way at a certain level. And land resources is the most valuable and important natural resources for its limitation, diversity, spatial and sustainability. However the rapid growth of rural population base and insufficient reserve cultivated land resources have made it more and more prominent between people and land. With the development of reform and opening up and accelerated pace of urbanization, the exploitation of rural land resources has been more large-scale and destructive. How to make it develop coordinated between the exploitation of rural land resources and the growth of rural population has become the most important issue about survival and development of human society. The regulation of rural land is an important means of adjusting relations between people and land, intensive using of land resources, maintaining the ecological balance in rural areas. The object of regulation of rural land is the land that has been destroyed or unreasonable occupied. We adopt legal means and engineering technology by law to deal with it in order to improve the quality of land, increase effective farmland area and improve agricultural production conditions and ecological environment. The final purpose of it is to make it perfect between people and land, improve exploitation efficiency of rural land, so we can use our land resources sustainable and let our society develop sustainable.This paper analyses the concept of regulation of rural land based on the current situation of rural land resources. It summarizes the theory of land regulation home and abroad, discusses the practical significance of rural land regulation, and analysis the influence of rural land regulation to the ecological environment in China. Meanwhile, it analysis the problems faced by rural land regulation and legislative status. This paper puts forward legal protection measures of rural land regulation based on the summary and analysis of the legislation system of land regulation in developed countries.
