Abstract


30 years of reform and opening up , China's rural financial system after the change, and constantly improve the financial organization system has gradually expanded the range of financial services to promote the development of China 's agriculture and rural economy has made important contributions . However, with the deepening of reform , China's rural financial system is gradually exposed some shortcomings , the departure from China's rural financial reform process , pointed out that the main problems in the rural financial development as well as the reasons for these problems , and foreign rural financial the building of the legal system to inspect and , on this basis , for specific defects and the practical needs of the rural financial reform in China 's rural financial institutions , a sound legal system of China's rural financial path . This paper is divided into four parts : the first part briefly introduced China's rural financial reform three decades of development and the results achieved , and summed up the reform of the rural financial system to promote the diversification of the rural financial institutions , to promote the gradual improvement of rural financial services mechanism and free market oriented features. The second part of the legal system of China's rural financial problems exist : existing normative documents legal hierarchy , the unclear legal status of rural policy banks , private financial lack of law , the lack of legislative support agricultural insurance , rural finance loan guarantees for the lack of the rule of law specification , rural financial regulatory lag . The problem is essentially corresponds to the absence of relevant legal system , so there is a real demand to perfect the legal system of China's rural financial . The third section describes the United States, France , India , Japan , Bangladesh and other foreign rural financial legal system , a comparative study of successful legislative and abroad rural financial legal system . Fourth part is based on the study and analysis should learn from foreign rural financial success of legislation by improving the legal hierarchy of the rural financial legislation be clear , rural public finance and cooperative financial laws and regulations, establish and improve the private financial legal system , the legal system of agricultural insurance , rural financial guarantee legal system and rural financial supervision system path to further improve the legal system of China's rural financial .
